NPA stürmt Gefängnis in Lucena

Am Samstag, 25. Oktober 2008, stürmte eine Gruppe schwerbewaffneter Männer, mutmaßlich Mitglieder der maoistischen New Peoples Army (NPA), das Gefängnis von Lucena und befreite sieben Häftlinge. Unter diesen Befreiten befand sich Gerson Carabido, der mutmaßliche Enführer des Farmer-Führers Deolito "Julie" Empas (siehe Blog-Eintrag mit IPON-Interviews vom Mai).

Deolito "Julie" Empas war am 19 Februar 2008 aus einer Videokebar entführt und am 8. Mai von der Polizei tot in einer Erdgrube gefunden worden. Gerson Carabido befand sich in Lucena un Untersuchungshaft, nachdem er die Polizei zu dem Erdloch geführt und gestanden hatte, Julie Deolito begraben zu haben. Gegen Gerson Carabido wurde wegen Entführung und mutmaßlichen Mordes ermittelt.

Bei dem Angriff der NPA auf das Gefängnis in Lucena wurden zwei Polizisten und zwei Zivilpersonen verletzt. Der Augenzeuge im Morfall "Julie" Empas dürfte sich nach dieser Befreiung in akuter Lebensgefahr befinden.

The farmer`s struggle for land continues

Till now, October 2008, the politicians of the Philippines did not decide about the future of CARP. In the meanwhile, the farmers struggle for the land they till continues.


A position paper of the organization of the "Partnership for Agrarian Reform and Rural Development Services" (PARRDS).

In this paper, PARRDS condemns the "violent action of security guards" from the Department of Agrarian Reform (DAR) to five (5) farmerleaders last October 15, 2008 at the central office:

"Alexaner S. Hayohoy 41, Alexander M. Barroga 36, Rolando B. Flores 54, Wilfredo Beljot 55, and Ronilo B. Flores 52 are farmer-leaders of the Teves landholdings in Barangay Caranoche and Villareal, Bayawan city were trying to seek a dialogue with DAR Secretary Nasser Pangandaman when they were mauled and forcedly evicted from the 4th floor of the building.

We blame Secretary Pangandaman for reneging on his promise to install the beneficiaries on their land thus, resulting in the injury of five farmers when they went up to his office for a dialogue. Farmers felt the Secretary was negligent in his duty implementing CARP.

The farmer-leaders were representing some 30 other beneficiaries of the government’s Agrarian Reform program; they have already received their Certificates of Land Ownership Awards (CLOAs) way back in 1997 and 1999 effecting the redistribution of the 61 hectares of land belonging to former Congressman Herminio Teves, father of Finance Secretary Margarito Teves.

The CARP beneficiaries, was supposed to be installed on Saturday October 18, 2008. However, Sec. Pangandaman cancelled the plan after he had a talk with Mr. Herminio Teves the farmers claimed. Once again, the wishes of the landed power prevail.

Even the order of the Supreme Court, which had already rendered a decision way back in 2004 affirming the rights of the farmer beneficiaries to the land was ignored. When the farmer-leaders learned about the cancellation, they
decided to have a dialogue with Sec. Pangandaman to plead their case and get his comment, but upon arriving on the 4th floor where the secretary holds office, security guards started hitting them and dragging them down the stairs into the streets.

We must avoid situations like this if only DAR and other government agencies task to help the farmers do their job well. This incident foretells a dreadful future for the peasantry and the society. CARP’s funding through the Agrarian Reform Fund (ARF) still has two months to go and yet, reversals of decisions and revocations of CLOAs are the order of the day. Without CARP, worst could happen like back in the days of old, where feudal masters’ lord it over the peasantry. Only this time, they are in the guise as corporations.

We urge Secretary Pangandaman, immediately install the farmers concerned to the Teves land. He must implement the full force of the law as his primary duty without bowing to the wishes of the rich and powerful.

We ask Mr. Herminio Teves to let go of the land and not hang to its feudal past, it will be more productive in the hands of the farmers and will help them get out of poverty and the dire situation they are now. To Congress we demand, extend and reform CARP and be instrument of hope to thousands of still landless farmers. Please fulfill their desire of owning the land they till."

Neues Seminar für Menschenrechtsbeobachter

Vom 31. Oktober bis 2. November 2008 findet in Werftpfuhl bei Berlin das nächste IPON-Seminar für MenschenrechtsbeobachterInnen statt.

Seit November 2006 sind MenschenrechtsbeobachterInnen mit
IPON aktiv, um durch Präsenz, Begleitung und Beobachtung die
Verletzung der Menschenrechte zu unterbinden.
Nach der Pilotphase, die sich nur auf die Halbinsel Bondoc im Süden
der Insel Luzon konzentriert hat, geht das Netzwerk nun auch einer
Anfrage aus der Region Negros nach. Auf Negros werden zur Zeit von
IPON-Freiwilligen Vorstudien für eine mögliche dauerhafte
Menschenrechtsbeobachtung durchgeführt. Aus Mindanao liegt auch eine
Anfrage für Menschenrechtsbeobachtung durch IPON vor.
Wie kannst du teilnehmen?
Interessierte können sich nun für einen siebenmonatigen Einsatz (in
Ausnahmefällen auch kürzere Einsätze möglich) als IPON Observer auf
den Philippinen für das Jahr 2009 oder später bewerben.
Vor dem Einsatz müssen zwei Vorbereitungsseminare besucht werden.
